The new maps were more inclusive than the 1989 edition, including some state and federal conservation areas, municipal and private lands.. The Maine State Planning Office (MESPO) and the Maine Cooperative Fish and Wildlife Research Unit (MECFWRU) agreed in 1996 to revise and digitize the 1993 Kelly maps and to construct an attribute database characterizing each polygon on the new maps. The MECFWRU and MESPO agreed that the database would be built at a 1:100,000 scale with standard USGS 1:100,000 scale quadrangles as the basic building blocks. Major tasks to be done by both organizations were defined, and in June 1996 the MECFWRU provided draft quadrangles to the MESPO for initial review and revision. Township lines, hydrologic features, and transportation features were used as parcel boundaries wherever appropriate. Township data were obtained from Maine Office of Geographic Information Systems (MEGIS), the hydrology and transportation data are USGS 1:100,000 digital line graph data. The hydrology data included rivers, streams, brooks, lakes, ponds, and coastal waters; tranportation data included roads, railroads, trails, transmission line, and pipelines. After draft maps were corrected by hand, they were returned to MECFWRU for redigitizing. After at least wo iterations of reviews, the 32 quadrangles were merged into one statewide coverage and a final check of accuracy was made. In addition to MESPO review, documentation used to give a final check of selected conservation lands included Hill (1989), Maine Coast Heritage Trust (1992), Maine Department of Inland Fisheries and Wildlife (1996a-1996d), and the Maine Department of Conservation (1996). All the data layers were converted using the ArcInfo (version 7.2.1) NADCON conversion and the "project" command. All data was copied to double precision, projected to NAD83, and then copied back to single precision. It was decided to keep the NAD27 quad structure instead of generating new quad boundaries from NAD83 coordinates - all indexes (quads) were projected to NAD83 by using the same process previously described.
