Process Step: Process Description: Each MaineGIS 1:24000 base layer represents the automation of a thematic layer from a U.S.Geological Survey (USGS) 7.5 minute series 1:24000 scale quadrangle map. Since the early 1990s, Maine Department of Conservation (MEDOC) has led a multi-agency effort to fund the automation of data to serve a diverse suite of state agency applications in areas that include natural resource management, environmental protection, transportation, and human services. Initially nine base layers were identified for conversion to digital files: coast, contours, otrans, ponds, rivers, roads, streams, towns and wetlands. Automation and quality control, of over 700 U.S.G.S. quadrangles that cover the State of Maine, were coordinated by the Maine Office of Geographic Information Systems (MEGIS). Automation was verified using quality control parameters and procedures outlined in MaineGIS "Data Standards for Maine Geographic Information Systems", March 1990. For MaineGIS base layers, a number of contracted sources were used to scan and vectorize the data from mylar separates or the best available media. Digital files were delivered by contractors in Universal Transverse Mercator (UTM) projection, Zone 19 referenced to the North American Datum of 1927 (NAD27) and in ARC/INFO format, the software standard for Maine's statewide GIS. Quads were digitized at a Root Mean Square (RMS) error not to exceed 0.005 and at a fuzzy tolerance equivalent to 0.002 digitizer inches at the scale of the manuscript map. Map features were digitized within the equivalent of 0.01 in. of the original manuscript. Mylar proof plots of the digitized coverages, with USGS tick marks, neatline and legend, were generated at a pen width of 0.01, and at the original scale, and provided by contractors on delivery of each digitized quad. At MEGIS, proof plots were overlaid on original base maps to check registration, linework quality, and completeness. Features were verified by the following standard of accuracy: 90% of the planimetric features on the digital map must be within 0.01 in. of the centerline of that feature on the manuscript map when plotted at the original scale; 100% of all features must be within 0.02 in. Spatial topology was verified to be clean and free of errors by symbolized display of data and reports on screen: no overshoots; no slivers; no open polygons; no unlabelled polygons; no unresolved line segment intersections, no unresolved dangles; for all points, lines and polygons, a single unique user-id number. A coding accuracy of 100% was required for all attributes which were verified by manual comparison of the source with hard copy printouts and/or symbolized display of data on screen. All digitized quads are intended to match the USGS source, and include discrepancies found in the source, like edgematch, contour interval, unit of measure, and features mapped. Digitized map tiles were documented by contractors, at the time of automation, using a MaineGIS hardcopy Documentation Form for Digital Map Data and an Attribute Coding Description Form. Data from these hardcopy documents were recorded in INFO as a .doc file and reflected in the .FAT files of each map tile coverage. Documentation and description, as well as development status of each map tile, were also tracked, at MEGIS, in two Microsoft ACCESS databases CATALOG and QUADSTAT. These database formed the basis for an online Data Catalog, that in 1997 provided internet publication and delivery, of MaineGIS data, to state agencies and the public. All the data layers were converted using the ArcInfo (version 7.2.1) NADCON conversion and the "project" command. All data was copied to double precision, projected to NAD83, and then copied back to single precision. It was decided to keep the NAD27 quad structure instead of generating new quad boundaries from NAD83 coordinates - all indexes (quads) were projected to NAD83 by using the same process previously described. All MEGIS data libraries in ArcInfo Librarian were repopulated using the NAD83 indexes and data. The command IMPORT is available in A/I to convert the export file to original format, i.e. coverage, grid, or other spatial data file. A shapefile is a simple non-topological format that stores the geometry and attribute information for a set of geographic features as a set of vector (point, line, polygon) coordinates. Shapefiles draw quickly and directly in ArcView; you can create your own data using the shapefile format; an existing ARC/INFO coverage can be converted to a shapefile; other spatial data formats can be converted to shapefiles. Three files are created for each shapefile: .shp stores the feature geometry (shape and location information); .shx stores the index of the feature geometry; .dbf a dBASE (TM) file stores the attribute information for the features. Other index files may be created to help speed analysis and query: these file formats are .sbn .sbx .ain .aix .fbn and .fbx. In addition you may find projection .prj, and metadata .xml, files associated with shapefiles. CAUTION: When you edit an existing theme or shapefile you are creating a new dataset or at least a new version of a dataset; give the dataset a new name or a version identifier to reflect your edits.
