Online Linkage: http://megis.maine.gov/catalog/ Description: Abstract: WBDME6_A is a digital hydrologic unit boundary layer of Level 6 (12-digit) SUBWATERSHEDs for Maine. The source data was developed by delineating the boundary lines on a USGS base of 1:24000 scale topographic quadrangles prior to digitization. Digital Raster Graphic (DRGs) images of the 1:24000 quadrangles were used to edit the data set. This data set consists of geo-referenced digital spatial data and pertinent attribute data. Level 6 (12-digit) polygons were identified and attributed by an interagency team consisting of staff members of USDA-Natural Resource Conservation Service (NRCS) Maine and Vermont, Maine Department of Environmental Protection, US Environmental Protection Agency (EPA), and US Geological Survey (USGS). Attribute data includes cross reference information to Level 5 (10-digit) WATERSHEDS, Level 4 (8-digit) SUBBASINS, Level 3 (6 digit) BASINS (HUC_12, HUC_10, HUC_8, HUC_6 numbers), names, acreage, locale, hydrologic unit downstream, modifications, and types. The spatial data cover the state of Maine and extend north into Quebec, east into New Brunswick, and west into New Hampshire to the limits of the Level 3 BASINS and Level 4 SUBBASINS that intersect with the Maine-New Hampshire border. Purpose: SUBWATERSHED, WATERSHED, SUBBASIN, and BASIN boundaries provide a uniquely identified and uniform method of subdividing larger drainage areas defined by USGS SUBREGIONS, REGIONS. The smaller of these hydrologic unit areas (<250,000 acres ) are useful in programs supported by the Natural Resources Conservation Service and other entities engaging in watershed-based planning. The nominal sizes for the different hydrologic unit levels are: SUBWATERSHED (3,000-acre minimum, generally 10,000 to 40,000 acres), WATERSHED (40,000 to 250,000 acres), and SUBBASIN (>250,000 acres), and BASIN. Supplemental Information: WBDME6_A content is built to comply with draft federal standards for delineation of hydrologic unit boundaries. (Federal Geographic Data Committee. 2001. Federal Standards for Delineation of Hydrologic Unit Boundaries. June 12, 2001 Draft with e-mailed amendments to certain polygon and arc attribute structures.) The purpose of the standards is to establish interagency guidelines for creating and delineating hydrologic unit boundaries, modifying existing hydrologic units, to establish a national Watershed Boundary Dataset (WBD). Standardized fields are included, some for downstream hydrologic units DS, modifications to hydrologic units MOD, and non-contributing areas NCONTRB_A are in work and incompletely attributed at this time. Extensive verification of attributes and spatial integrity was performed onscreen on a digital workstation using vendor software. Logical Consistency Report: Certain node/geometry and topology (GT) polygon/chain relationships are collected or generated to satisfy topological requirements. (The GT-polygon corresponds to a hydrologic unit or a portion of a hydrologic unit at the edge of a quadrangle sheet.) Some of these requirements include: chains must begin and end at nodes, left and right GT-polygons are defined for each chain element and are consistent throughout, and the chains representing the limits of the file are free of gaps. The tests of logical consistency are performed using vendor software. All internal polygons are tested for closure with vendor software. All data are checked for common boundary lines (i.e., adjacent polygons with the same label). Polygons that carry over into other states are exactly edge matched. Subwatershed polygons are named for the most downstream hydrographic feature. Hydrologic Unit Areas at Levels 6 (12-digit), 5 (10 digit), 4 (8-digit), 3 (6-digit), can be mapped from this dataset. Completeness Report: This revision of the Watershed Boundary Database is known as Version 2.1. The attributes Hu_12_mod, Hu_12_type, Hu_10_mod, and Hu_10_type are required data elements as per the current national digitizing standard, but are incomplete as of this revision. The large polygons along the Canadian border do not currently meet the size standard for either Level 6 or Level 5 polygons. Detail will be added as data for watershed areas on the Canadian side are acquired or developed. Coastal polygons currently do not include ocean waters between the coastline and the three-mile territorial limit. Standards for delineation of coastal polygons as well as a methodology to support them are under development. Details, particularly combining multiple island areas into single polygons, will be added when the standard has been formalized. Positional Accuracy: Horizontal Positional Accuracy: Horizontal Positional Accuracy Report: The accuracy of these maps is generally based upon the contour information of corresponding hardcopy USGS 7.5 minute series topographic quadrangles and their derivative DRGs. Accuracy of these source data meets National Map Accuracy Standard for 1:24000 scale data, or a minimum of +/- 12 meters of ground location. The differences in positional accuracy between the hydrologic unit area boundaries and their digitized map locations are unknown. Hydrologic unit area boundaries generally were digitized within 0.01 inches of their locations on the digitizing source. Edge match locations are exact because the data were extracted from a New England-based hydrologic unit area data set that had been electronically edge-matched. The nominal sizes for the different hydrologic unit levels are: 1) Basin ( ) 2) Subbasin ( >250,000 acres), 3) Watershed (40,000 to 250,000 acres), and 4) Subwatersheds (3,000-acre minumum, generally 10,000 to 40,000 acres). Some polygons, because of the size criteria, may not be headwater polygons, but reach polygons in the drainage chain. A unique code is used to identify each hydrologic unit. The hydrologic unit area coding system is hierarchical, starting with the USGS 6-digit Basin (formerly called Accounting Unit) code. The Subbasin (7th and 8th digits) code is appended to the parental Basin code, the Watershed (9th and 10th digits) code is appended to the parental Subbasin code. Likewise, the Subwatershed (11th and 12th digits) code is appended to the parental Watershed code. The concatenation of the four codes provides the unique identifier at the Subwatershed level. In coastal areas multiple polygons may have the same Subwatershed code, reflecting the existence of islands or non-contiguous contributing areas along the shoreline. This situation will be addressed after a standard and methodology are finalized for coastal areas. Entity and Attribute Detail Citation: Federal Geographic Data Committee. 2001. Export files have the suffix .e00 and contain, in fixed-length ASCII format, all spatial information available for each feature. The command IMPORT is available in A/I to convert the export file to original format, i.e. coverage, grid, or other spatial data file. Import will add a spatial data file and a related INFO file to a machine directory. ESRI's ArcView is packaged with an import utility called IMPORT71 for the same export file conversion. The utility is also available through the FREE software link on the Maine GIS Data Catlaog under "CDProducts" at http://megis.maine.gov/catalog/ or from ESRI at http://www.esri.com/. CARE MUST BE TAKEN after import, not to separate the spatial information from its related INFO file. Digital Form: Digital Transfer Information: Format Name: ESRI Shapefile Format Version Number: ARC Version 8.3 Format Specification: ArcView Shapefile Format ASCII File Structure: Case Sensitive: false Format Information Content: MEGIS will soon make all data in the internet Data Catalog available in ESRI's ArcView shapefile format. This additional format will first be available for E911 data under the TOWNS tab. A shapefile is a simple non-topological format that stores the geometry and attribute information for a set of geographic features as a set of vector (point, line, polygon) coordinates. Shapefiles draw quickly and directly in ArcView; you can create your own data using the shapefile format; an existing ARC/INFO coverage can be converted to a shapefile; other spatial data formats can be converted to shapefiles. Three files are created for each shapefile: .shp stores the feature geometry (shape and location information); .shx stores the index of the feature geometry; .dbf a dBASE (TM) file stores the attribute information for the features. Other index files may be created to help speed analysis and query: these file formats are .sbn .sbx .ain .aix .fbn and .fbx. In addition you may find projection .prj, and metadata .xml, files associated with shapefiles. CAUTION: When you edit an existing theme or shapefile you are creating a new dataset or at least a new version of a dataset; give the dataset a new name or a version identifier to reflect your edits. Be prepared to fully document your sources and to both quantify and qualify the edits you make in order to facilitate coordination with other data sources. PLEASE NOTE: conversion to shapefile format changes some characters ( # - .) to underscores; item names over 10 characters are truncated. An effort will be made over time to consider these limitations in item names, and to eliminate the use of these characters in Maine GIS data development. It should not be assumed that a conversion from shapefile back to coverage would produce the same data file as found in the original coverage format. The results of such a conversion are greatly improved by the use of PRECISION setting DOUBLE, DOUBLE and careful management of tolerances.
